repro steps.

1. Launch Libre Desktop.
2. Launch RSU.
3. conenct Libre 2 Reader.

actual result:
RSU won't upgrade Libre 2 Reader( next button is disabled in RSU).
Libre desktop could not connect to Libre 2 Reader, either.

expect result:
It's better if Libre 2 Reader could get connected in Libre 2 desktop.

This is "as designed".  We only have one mutex to indicate RSU is running which stops desktop from accessing any reader until RSU exits.
