program Reader 2.2.13 with langset as "10,13,11,6"
Launch RSU 154.

actual result:
RSU shows the Reader as Incompatible Reader.

Expect result:
according to the new change in FUA_configuration.  Reader with languages specified in Column S(Starting langset) and T(langset) are both compatible to upgrade. Reader should be upgraded successfully.

This only applies if it is in a partially updated state.  I.E. the UOM is 255 and the brandname has been set to the appropriate value.  For example a reader that started with 2.2.13 and had UOM of 0 brand should be 2.2.13*0
