1. Launch RSU build 704_154
2. Select English as language.
3. Click Help button and it shows following URL in browser
https://freestyleserver.com/distribution/fxaa20.aspx?product=ifu_art39933_001&version=latest&os=all&region=ous&language=xx_yy
4. Select Netherland.
5. click Help button,

actual result:
it shows https://freestyleserver.com/distribution/fxaa20.aspx?product=ifu_art39933_001&version=latest&os=all&region=ous&language=xx_yy, as English Language.

expect ressult:
according ocnfiguration table, it should shows
https://freestyleserver.com/distribution/fxaa20.aspx?product=ifu_art39933_006&version=latest&os=all&region=ous&language=xx_yy

art doc number should art39933_006.


Note: It reproduce on all windows/Mac builds for each installer, I believe.

help link is good for Netherland. The help URL is displaying string as art39933_006 on both Mac os sierra build 765 and on Windows 7 build 774
