Steps To Reproduce on both Windows and Mac.

1. Launch the application.
2. Select any language other than English in language drop down.
2. Click on 'here' link on the Welcome Screen.
3. Verify that the Update memo is launched and displayed in the language
selected in Language drop down.

The application is in English (UK). 
For different language selected, the expect art doc would be different. Check the configuration table for the settings.
