Steps To Reproduce:

1. Launch the application.
2. Select any language other than English in language drop down.
3. Connect the incompatible reader and proceed to update.
4. Click on 'here' link on the Incompatible Reader screen.


Expected: The Complete Troubleshooting Guide should be launched and displayed in the language selected in Language drop down.
Actual: The incomplete Troubleshooting Guide is displayed always in English.

FWRS76- The Firmware Update Application shall provide a means for the user to launch the troubleshooting guide.

The actual web pages have not been setup yet so we will get some kind of error when trying to access the page.  Just need to make sure the URL we are giving the browser is correct.
