Steps To Reproduce:

1. Launch the application.
2. Select any language other than English in language drop down.
2. Click on 'here' link on the Welcome Screen.
3. Verify that the Update memo is launched and displayed in the language selected in Language drop down.


Expected: The appropriate update memo should be launched and displayed in the language selected in Language drop down.
Actual: The update memo non-functional links are displayed in English.

FWRS77- The Firmware Update Application shall provide a means for the user to launch information regarding the update.

The actual web pages have not been setup yet so we will get some kind of error when trying to access the page.  Just need to make sure the URL we are giving the browser is correct.

Verified the link is finally here. but found one issue in the link content -  missing art doc is 
 reported to bug 34.
