in the latest build dose not match latest UI flow doc

repro steps.
1. Launch RSU
2. Click Next on Welcome screen.
3. Plug the Reader.
4. Unplug the power source.
5. Click Next.

actual 
RSU moves to 'Ready to Update Screen'


expect:
RSU throw power check notification since power is not connected in step 4.

Verified in the build 787 on windows and mac and working as expected.
