reproduce in windows with build 691/installer #141( Canada ); Mac has show activate sensor warning dialog by following steps.


repro steps.
1. configure Reader 2.2.13 with Canada configuration ( #132).
2. Take Reader to scan a fresh (shelf-mode)testing sensor.
3. Launch RSU.
4. Connect Reader.
5. Click Next before 'firmware update'

actual result:
active sensor warning dialog does not show up before 'firmware updating'

expected result:
active sensor warning dialog should show up.

Should be fixed in build 701 on.
